# How Alberta municipalities buy trade and service work

> Alberta has 19 cities, 105 towns, 78 villages, 51 summer villages, 63 municipal districts and counties and six specialized municipalities. Each buys its own road, utility, park, facility and snow work. Larger contracts are posted on Alberta Purchasing Connection, often with documents on the buyer's own portal. Smaller jobs go to invited quotes and supplier lists.

Municipalities are the most common public buyer of trade and service work in Alberta. There are hundreds of them, from Calgary and Edmonton to counties covering huge rural areas and summer villages with a few hundred residents, and each one buys for itself.

## Who are the municipal buyers?

Alberta lists these types:

| Type | How many | What to expect |
|---|---|---|
| City | 19 | Big, steady buyers with purchasing departments and their own portals |
| Town | 105 | Smaller staff; many jobs by quote, larger ones on APC |
| Village | 78 | Small budgets; mostly local quotes |
| Summer village | 51 | Lake communities; seasonal road, beach and snow work |
| Municipal district or county | 63 | Rural roads, gravel, ditches, hamlets, snow, parks |
| Specialized municipality | 6 | Urban and rural in one, such as Strathcona County and Wood Buffalo |

There are also improvement districts run by the province, mostly in national and provincial parks, the Special Areas in the southeast, and eight Métis settlements.

## What do they contract out?

It varies by size, but the common contracts are:

- **Roads and utilities:** paving, crack sealing, gravel, water and sewer, line painting.
- **Snow and ice:** sidewalks, parking lots, facility sites and sometimes whole routes. See [snow removal contracts in Alberta](https://crewbid.tech/guides/snow-removal-contracts-alberta).
- **Parks:** mowing, trees, sports fields, playgrounds, weed control.
- **Facilities:** janitorial, HVAC, roofing, electrical, plumbing, security and repairs for arenas, pools, halls and offices.
- **Professional services:** engineering, inspections and IT.

Rural municipalities lean heavily on roads, gravel and ditch work. Cities buy more facility services.

## Where do they post?

Larger contracts go on **Alberta Purchasing Connection**, which Alberta says municipalities use alongside the province and other public bodies. Many keep the documents on their own portal. The City of Red Deer posts its notices on APC with documents on its bids&tenders site, so expect to register in both places.

Below the trade agreement thresholds, each municipality's purchasing policy decides. See [when Alberta buyers have to post](https://crewbid.tech/guides/public-tender-thresholds-alberta).

## How do I get on their lists?

1. **Ask purchasing how they buy below threshold.** Many keep supplier, prequalified or multi-use lists. Red Deer lets suppliers apply to its lists at any time.
2. **Meet the operations staff.** Public works and facility supervisors often ask for the quotes.
3. **Check for a local business licence.** Some municipalities require one for work inside their boundaries; ask before you start work.
4. **Have your papers ready**: WCB-Alberta clearance, insurance certificate and safety program. See [paperwork for Alberta public contracts](https://crewbid.tech/guides/paperwork-public-contracts-alberta).

> Counties and towns near each other often buy the same services on a similar calendar. Win one and you have a local reference for the next, plus equipment already in the area.

## When do they buy?

Most councils adopt budgets late in the year or early in the new one. Summer construction and maintenance contracts come out in late winter and spring, and snow contracts in late summer and fall. Our article on [the public budget calendar](https://crewbid.tech/articles/public-budget-calendar-bc) explains the pattern; the timing is similar in Alberta.
