# How to win asbestos abatement contracts in BC

> In BC, school districts, health authorities, housing providers and municipalities tender asbestos and hazardous materials abatement before renovations and demolitions. Since January 1, 2024, abatement contractors need a WorkSafeBC licence and workers need training and certification. Tenders are based on a consultant's hazardous materials survey and priced by area or phase, with air monitoring and clearance before you move on.

Many older public buildings contain asbestos in flooring, ceiling tiles, pipe insulation, drywall compound and more. Before most renovations or demolitions, the material has to be surveyed and removed safely, so abatement is often the first trade on a public project.

## Who buys abatement in BC?

- **School districts**, for summer renovations, seismic upgrades and demolitions.
- **Health authorities**, for renovations in occupied hospitals and care homes.
- **Housing providers**, for unit renovations and building upgrades.

## What licence do I need?

Since **January 1, 2024**, asbestos abatement contractors in BC must be licensed by WorkSafeBC, and workers doing abatement must be trained and certified. Buyers ask for your licence number in the bid, and some check it against WorkSafeBC's public list. If you're not licensed, you can't do the work, even as a subcontractor.

## How are abatement tenders set up?

The buyer hires a consultant to do a **hazardous materials survey**: each material, where it is, how much, and its risk. The tender scope follows it, room by room or phase by phase. The consultant then watches the work, does **air monitoring**, and gives **clearance** before the next trade can start.

Many tenders also include lead paint, mercury in lamps and thermostats, PCBs in old ballasts, and mould.

## How do I price abatement?

1. **Quantities from the survey**, checked on the site visit.
2. **Containment level** for each area, which drives labour and equipment.
3. **Disposal** at approved sites, with transport and records.
4. **Unit prices** for extra quantities, which tenders usually ask for.
5. **Time for inspections and clearance** between phases.

> [!warning]
> Surveys miss things in walls and ceilings. Read how the tender handles newly found materials, and price your unit rates so extra quantities are fair to both sides.

## What wins?

- **Your licence**, trained workers and a clean safety record.
- **An exposure control plan** and safe work procedures for each material.
- **Insurance** that covers asbestos and pollution claims.
- **Schedule fit**: abatement is first, so the general contractor's schedule depends on you.
- **References** for work in occupied schools and hospitals.

## When do abatement tenders come out?

Abatement follows renovation and demolition projects, so it peaks from winter to spring, ahead of summer construction. School districts tender early so abatement can finish in July, before the other trades. Housing providers and health authorities tender through the year. Many general contractors also ask abatement firms for prices during their own tenders, so being known to general contractors brings work too.

## What are common mistakes?

- **Bidding without your licence number** or with an expired one.
- **Ignoring the containment level** the survey sets, and pricing a lighter method.
- **Missing disposal costs** at approved sites.
- **No unit prices** for materials found behind walls.
