# How to win HVAC maintenance contracts in BC

> BC municipalities, school districts, health authorities and federal buyers contract out HVAC preventive maintenance and repairs, usually on multi-year terms. You need the right Technical Safety BC licences for gas and refrigeration work, a WorkSafeBC clearance and insurance. Price from an equipment list and task frequencies, and show your response times and technician depth.

Every public building in BC has heating, ventilation and cooling equipment that needs regular service. Many buyers have a small in-house trades crew and contract the rest: preventive maintenance on rooftop units, boiler service, controls, refrigeration at arenas, and after-hours call-outs. HVAC maintenance contracts tend to run three to five years and are a good base of steady work for a mechanical contractor.

## Who buys HVAC services in BC?

- **Municipalities:** city halls, rec centres, pools, fire halls and arenas. Arena ice plants are refrigeration work with their own risks and licence needs.
- **School districts:** boilers, unit ventilators and rooftop units across dozens of schools. Districts often split contracts by zone. See [school district contracts](https://crewbid.tech/guides/bc-school-district-contracts).
- **Health authorities:** large mechanical contracts with strict infection control and uptime needs. See [health authority contracts](https://crewbid.tech/guides/bc-health-authority-contracts).
- **Colleges, universities and Crown corporations.**
- **Federal buyers:** offices, RCMP detachments and labs across BC, through CanadaBuys.

## What licences do buyers check?

Technical Safety BC regulates gas, boilers, pressure vessels and refrigeration in BC.

- **Gas:** regulated gas work needs a gas contractor licence, gas fitters with the right certificates, and permits for installations and alterations. Routine maintenance on gas appliances is still regulated work.
- **Refrigeration and boilers:** contractors doing this work need the right class of contractor licence. For refrigeration (class REF), Technical Safety BC requires a quality control program and a named refrigeration mechanic, and requires a written quality control manual from January 1, 2026.
- **Electrical:** controls and power work may need an electrical contractor licence.

Tenders often ask for licence numbers and copies of tickets for named technicians. Keep a current list ready. A missing licence can make a bid non-compliant even if your price is lowest.

## What does an HVAC maintenance tender ask for?

- **An equipment list:** units, makes, models, capacities and locations. Quality varies, so ask questions about missing items. See [asking questions and reading addenda](https://crewbid.tech/guides/tender-questions-addenda).
- **Task frequencies:** monthly, quarterly, semi-annual and annual tasks, often based on an industry standard or the manufacturer's schedule.
- **Filters and consumables:** who supplies them and how often they change.
- **Response times** for emergencies, urgent and routine calls, and after-hours rates.
- **Reporting:** service reports, a maintenance log, and deficiency lists with quotes.
- **Safety:** WorkSafeBC clearance, a safety program, fall protection for rooftop work, lockout and confined space procedures. See [a safety program for a small crew](https://crewbid.tech/guides/safety-program-small-crew).
- **Insurance** at the level the buyer sets.

## How do I price HVAC preventive maintenance?

1. **Count hours per unit per visit** from the task list, using your own past times.
2. **Multiply by frequency** to get annual hours for each building.
3. **Add travel time** between sites. Spread-out school districts can double your drive time.
4. **Add filters and materials**, if they are included.
5. **Price call-outs separately** as hourly rates, with a clear minimum charge and after-hours premium.
6. **Escalate future years** if the contract allows it, or build expected wage increases into later years. See [pricing a multi-year service contract](https://crewbid.tech/guides/price-multi-year-service-contract).

Watch for unit-rate traps: if the tender gives estimated call-out hours, the evaluated price may lean on your hourly rate more than on your PM price. Read [the unit-rate trap](https://crewbid.tech/articles/unit-rates-estimated-quantities).

## What wins HVAC contracts?

- **Technician depth:** enough licensed people to cover vacations and emergencies, named in the bid.
- **Response:** where your vans are based and real response times.
- **Reporting:** clear service reports and a simple deficiency process that helps the buyer plan capital work.
- **Energy:** practical suggestions to cut energy use, which matter more as buyers chase climate targets. See [green requirements in public tenders](https://crewbid.tech/articles/green-requirements-public-tenders).
- **References** from similar buildings.

Smaller firms can start with one zone of a school district or a single rec centre, then grow. Service contracts also lead to replacement projects, because you are the one writing the deficiency list.
