# Snow removal contracts in Alberta public work

> In Alberta, municipalities, school divisions, health sites, post-secondary campuses and provincial buildings contract out snow clearing for sidewalks, lots and sites. Provincial highways are maintained by a few large contractors who sometimes hire local subcontractors. Contracts usually run one to three winters, priced per event, per hour, per season or by a mix.

Alberta winters are long, so snow clearing is one of the most reliable public contracts in the province. On the coast a snow contract can sit idle for weeks. An Alberta contract is usually busy from fall to spring, and the buyer cares more about response time and reliability than almost anything else.

## Who buys snow clearing?

- **Municipalities**: sidewalks, trails, parking lots, facility sites, and sometimes residential routes or windrow removal. Cities often keep main roads in-house and contract the rest.
- **School divisions**: sidewalks, lots and bus loops that must be clear before the first bus. See [Alberta school divisions](https://crewbid.tech/guides/alberta-school-division-contracts).
- **Health sites, post-secondary campuses and provincial buildings**, where emergency entrances and accessible routes come first.
- **Housing and property managers** of public housing.

Provincial highways are different. Alberta says highway maintenance is done by contractors in 25 contract maintenance areas, plus Deerfoot Trail and the ring roads. Nearly 700 snowplows and other pieces of snow equipment cover more than 31,400 km of highway. These are large contracts held by a few firms, but they sometimes hire local subcontractors with equipment and operators in the area.

## How are snow contracts priced?

| Method | How it works | Watch for |
|---|---|---|
| Per event | A fixed price each time snow passes a trigger depth | How the trigger is measured, and what counts as one event |
| Hourly | A rate per machine and operator | Minimum call-out hours and travel time |
| Seasonal | One price for the winter | Big winters; check for a cap or extra-snow clause |
| Mixed | Seasonal standby plus per-event or hourly | Easiest to balance risk on both sides |

Ice control (sand, salt or a mix) is often priced separately, per application or per tonne.

> [!warning]
> A seasonal price in a heavy winter can lose money fast. Read the tender for a maximum number of events, how hauling snow away is paid, and what happens in a storm cycle that runs for days.

## What do buyers ask for?

- **Response times**, such as sidewalks cleared within a set number of hours after snowfall ends, or lots clear before opening.
- **Equipment lists** with backups, because a broken loader on a storm night isn't an excuse.
- **Logs and proof of service**, increasingly by GPS or time-stamped photos.
- **Insurance**, often with higher limits for liability around slips and falls.
- **WCB-Alberta clearance** and a safety program. See [WCB-Alberta clearance letters](https://crewbid.tech/guides/wcb-alberta-clearance-letters).

## When do snow tenders come out?

Mostly late summer and fall, so the contract starts by October or November. Many are multi-year, so a buyer may only tender every two or three winters. CrewBid's renewal estimates show when a buyer's snow contract is likely to come back.

## How can a small crew win?

1. **Bid sites near each other** so one crew can clear them in order without long drives.
2. **Price your standby honestly.** Equipment and operators held ready cost money even on dry nights.
3. **Show your backup plan** for breakdowns and sick operators.
4. **Start with smaller sites**, such as one school division or a town's facilities, to build references.
