How building systems work is bought

Building systems work keeps public buildings running: heating, ventilation and air conditioning, plumbing, electrical, elevators, fire alarms and sprinklers, and backflow testing. Almost every public building owner buys it, and much of it is regulated, so licences and certifications decide who can bid.

How is building systems work bought?

Three kinds of contract are common. Preventive maintenance contracts cover scheduled inspections and servicing for a set of buildings, usually for several years. On-call or standing offer arrangements cover repairs, with hourly rates and call-out response times. Projects cover replacements and upgrades, such as a new boiler, rooftop units or an electrical service upgrade, and are tendered like construction.

Many buyers keep a short list of prequalified contractors for repairs and quick jobs, and only tender openly above their posting threshold. Getting on those lists is often the way in. See standing offers and prequalified lists.

What do buyers check?

Licensing first: trade tickets, the provincial contractor licence where one applies, and the certifications a system needs, such as fire protection or backflow tester credentials. Then response times, staffing depth, parts supply and safety records. For controls and fire systems, buyers often ask which manufacturers you're authorized to service.

When is it tendered?

Maintenance contracts come up when their term ends. Replacement projects cluster in spring and summer, when heating can be off, and around the start of the fiscal year, when capital budgets are approved. Schools want mechanical work done in July and August.
