How design & engineering work is bought

Design and engineering covers the consultants behind public projects: engineers, architects, surveyors and environmental firms who study a site, design the work and check it gets built right. Municipalities, school districts, health authorities, utilities and federal departments hire them for nearly every road, pipe, building and park they fund.

How is this work bought?

Most of it comes as a request for proposals, not a low-bid tender. Buyers score the team, similar past projects and the proposed approach, and many weigh the fee less or open it only for the top ranked firm. Bigger owners keep rosters or standing offers of pre-qualified firms and hand out smaller assignments from them, so getting on the list matters as much as winning one job. One-off studies and assessments (a building condition review, a phase I site assessment, a geotechnical investigation) are the easiest way in for a small firm.

What do buyers check?

Registration with the provincial engineering, geoscience or architecture regulator, and a firm permit where the province requires one. The named project manager and key staff, with references for similar work. Professional liability insurance at the limit the contract sets. For lab work, accreditation for the tests in scope and a clear chain of custody.

When is it tendered?

Design comes out a year or more before construction, so the busiest months follow budget approvals in winter and spring. Sampling and monitoring contracts renew on a cycle, often for a January start. Site assessments and hazardous materials surveys follow land deals and come before summer construction.
